What is bulk billing physiotherapy?

Bulk billing physiotherapy refers to physiotherapy services billed directly to Medicare under the GP Chronic Condition Management Plan (GPCCMP) pathway. Under this arrangement, the clinic claims the Medicare benefit directly — the patient pays nothing for the visit. This pathway was designed to support patients with chronic conditions who require ongoing allied health management as part of a GP-coordinated care plan.

This is distinct from standard private physiotherapy, where patients pay a consultation fee and may claim a partial rebate from private health insurance. The Medicare GPCCMP pathway is a separate government program with specific eligibility requirements. It is not the same as having private health insurance with physiotherapy cover, and it cannot be used for general physiotherapy without the specific GP referral documents in place.

Bulk billing is via a GP Chronic Condition Management Plan (GPCCMP) referral only. Standard private appointments are available without a referral but are not bulk billed.

Am I eligible?

To be eligible for bulk billing physiotherapy at Alpha Physio through the Medicare GPCCMP pathway, you must meet the following criteria:

  • Chronic condition: a condition that has been present for 6 months or longer, or is likely to last 6 months or longer. Examples include osteoarthritis, chronic back pain, diabetes, and cardiovascular conditions with musculoskeletal impact.
  • GP Chronic Condition Management Plan (GPCCMP): your GP must have prepared a current plan that outlines your chronic condition, your care goals, and identifies physiotherapy as a required allied health service.
  • Medicare card: you must hold a valid Medicare card to access bulk billing.
  • Session limit: up to 5 allied health visits per calendar year across all allied health providers combined. If you have already used sessions with another allied health provider, your remaining entitlement may be fewer.

Not every patient who sees a GP qualifies. The Medicare GPCCMP pathway is specifically for chronic condition management. If you are unsure whether you qualify, speak to your GP before booking.

How the referral process works

Accessing bulk billing physiotherapy at Alpha Physio requires a GP referral through the following steps.

  1. Visit your GP — talk to your GP about your chronic condition and request a GP Chronic Condition Management Plan (GPCCMP) that includes physiotherapy.
  2. Receive your GP Plan referral — your GP completes the paperwork and provides you with a referral letter or form for physiotherapy under the plan.
  3. Contact Alpha Physio to book — call (07) 3279 3871 or book online. Mention that you have a Medicare GPCCMP referral so we can set up your file correctly.
  4. Bring your documents — at your first appointment, bring your Medicare card, your GPCCMP referral letter, and any relevant medical history provided by your GP.
  5. Initial assessment & treatment plan — your physiotherapist conducts an assessment and develops a treatment plan aligned with your plan goals. Billing is processed through Medicare, no payment at the time of visit for bulk billed sessions.

What happens at your appointment

Your initial bulk billing physiotherapy appointment is typically 30 minutes. Your physiotherapist will review your GP referral and Chronic Condition Management Plan, take a history of your chronic condition and current symptoms, and conduct a physical assessment. Because Medicare GPCCMP visits are limited, your physiotherapist will prioritise efficient, goal-directed treatment and provide a comprehensive home exercise program to support your progress between sessions.

The GP Chronic Condition Management Plan (GPCCMP) was previously known as an Enhanced Primary Care (EPC) plan, and later as a Chronic Disease Management (CDM) plan. Under the older system, a GP Management Plan (GPMP) was paired with a Team Care Arrangement (TCA) to refer patients to allied health services such as physiotherapy. These arrangements have since been consolidated into the single GP Chronic Condition Management Plan, so if you were referred under the older EPC, CDM or TCA terms, the current GPCCMP is the equivalent pathway.
